English Listen to Donors, Advises Cardinal

Emmanuel Cardinal Wamala has appealed to the government to address the concerns of donors that have forced Britain to withhold five million pounds (about sh16.5b).

New Vision (Kampala, May 4, 2005) - Britain recently withdrew its aid over Uganda's failure to make sufficient progress towards establishing a fair basis for a multiparty system of governance.

Wamala said, "When donors withhold aid from Uganda, it is the grassroots, the would-be beneficiaries, who suffer more than government officials. I appeal to our government to address the donors' concerns for the good of Ugandans."

Wamala has for three weeks been in the Vatican for the burial of the late Pope John Paul II and the election of his successor, Pope Benedict XVI.

Addressing the press at his Rubaga residence in Kampala yesterday, Wamala related the government-donor issue to a parent who fails to feed his children and ends up in prison.

He said, "If you are a good-hearted parent you make sure you feed your children and you avoid going to prison."

Wamala regretted that the ongoing transition could be marred by selfishness and greed.

He said Uganda could only prosper if "we have a common goal, respect human dignity and human rights, endeavour for peace and love. As adults we must come to an agreement."

On the Pope's election, Wamala said, "I think we (the Cardinals) made the best choice under the full guidance of the Holy Spirit."
