Cardinal Tumi was born on October 15, 1930, in Kikaikelaki, Cameroon. He completed his schooling at Nigerian seminaries, and then traveled to Lyon, France, to study Theology, and to Freiburg, Switzerland, to study philosophy.

Upon his ordination on April 17 1966, after many years abroad, Tumi returned to his native diocese. In 1973 he was named Rector of the Regional Seminary of Bambui (Nigeria), and on December 6, 1979, he was elected the first bishop of the Yagoua diocese.

He was subsequently appointed Vice-President of the Cameroon Episcopal Conference on April 23, 1982, and on November 19 of the same year he became Archbishop Coadjutor of Garoua. Tumi was named President of the Cameroon Episcopal Conference in 1985, and elevated to the College of Cardinals by John Paul II during the Consistory of June 28, 1988.
